The Coal Controller announces that the surface workers in certain Yorkshiro colj lieries threaten to strike, primarily over disputed hour?. The underground workers hava ftl6o given notice. The Controller adds , that he has been trying to settle the dispute by arbitration, but the miners' leaders refuse.
