MB, MASSEY ON IMPERIAL UNITY. (Rec. August 20, 7.20 p.m.) London, August 19. Mr. Massey (Primo Minister of New Zealand), in a speech delivered at the Newcastle Chamber of Commerce, said that in all the fluctuations of the war the Dominions-had not lost -confidence in tho Allies' final suocess. Our first duty after victory would be to punish Germany for her atrocities. The business of the Imperial Conference had been tremendously important, for which it was well worth crossing tho world, bccauso the Dominions took their place in a partnership which ho believed would continue after 'the war. Thero could then be a permanent Imperial Cabinet. The German hammer had welded tho British Empire into an indissoluble mass, "Wo must," ho said, "think of the Empire in future. The time will como when tho Dominions will possess twenty peoplo to tho square mile. Then the Empire's strength will bo enormous. Now is tho time to make such arrangements for tho future as will keep tho Empire in tho front rank of tho nations for all time. Businosslike, statesmanlike management can do this."'
