FORECAST AND SUMMARY 'AT 4 P.M. YESTERDAY. Present indications arc for high and squally west to south-westerly winds, weather dull to overcast, rain probable generally, snow in the south and on hiither levels, and colder weather following. llivers high in the West Coast and southern districts, and heavy scaa on all the Western Coast. Barometer rising everywhere shortly. A westerly storm area has onvelopcd the Dominion, and the barometer is very low in the south.
