Lord Holier); Cecil (Under-Secretary for Foreign Affairs) declared to-day that Ins conception of the League of Nations was that each nation agreeing to participate would sign an undertaking to allow a period to elapse for discussion and submit disputes for arbitration by tm international tribunal. Lord Robert Cecil added 'that each nation would agree rot to resort to arms, this principle to be enforced by economic pressure—A us.-N.Z. Cable Assn. '
