The State Department has received official account of the landing of the Allied troops at Archangel. Prior to their landing the Allied aeroplanes circled the city and dropped, propaganda literature. The Bolshoviki fled from the city, many escaping in houseboats on the river. The British, French, and American Consuls were arrested prior to the Allied occupation of the city, but-were later released. The opinion is that if the Allied forces operating from Archangel continue in the direction of Vologda-the entire northern territory from Kola fond Archangel to Volosda will be lost to the Bolsheviki—Aus.-N.Z. The State Department has been ofti,cially informed that Leuin, in a speech, declared a state of war existed between Russia and the Allies. When tho Allied Consuls at Moscow asked the Commissary of Foreign Affairs (M. Tchitche'rin) for an explanation, the latter said that Lenin meant that Russia wan in a state of defence regarding the Allies, but desired to continue relations with them, as with Germany—Aus.-N.Z. August 11, 5.5 p.m.) London, August 1(1. ■ Renter's Agency learns that the Bolsheviki arrested Sir Robert Lockhart, British Consul-Gencral at Moscow, as a reprisal for the alleged firing upon tho Soviet members at Archangel. The Government has demanded Sir Robert Lockhart's release.. It is. believed that the Anglo-French Consulate staff has also been arrested.—Router.
