Mr. Balfour (Foreign- Secretary), replying to, protests against the Government's alleged failure, to respond to peace feelers nnd declare its views on the League of Nations' proposal, said that he was linablo to 6eo anything in the actions, statements, nnd writings of the Gorman Government, politicians, and ■ publicists, which afforded tho slightest hope that pence discussions would be fruitful now. An almost impassable abyss separated' the Entente nnd Central Powers, and 'unless tho war Tcsulted in changing the heart of Germany, or a complete Entente victory proved to Germany, the failure of her policy, every sign indicated that Germany's aim was .universal domination. Tliero was small hope that Germany would be a peaceful member of the League of Nations.
