In the eases of other sea-going ships registered in New Zealand a license is to be applied for. Tho Minister of Telegraphs, as and when wireless telegraph apparatus and the services of operate) Ijecome available for the purpose, will cause licenses to bo issued in respect of bucli of those- ships as in tho opinion of a naval authority should in the national interests be litted with, wireless. A dato will be fixed on which the carrying of tho apparatus and an operator will become compulsory. Tho regulations governing tho uso of wireless on ships in British waters aro to apply to nil ships in Now Zealand territorial waters. The Naval authority may givo to tho owner or master of any British ship, whether registered in New Zealand or not, -such orders as tho Naval authority thinks necessary as to the navigation of that ship or as to the uso of wireless telegraphy on board thereof. If any such ship, while in waters included within the territorial limits of New Zealand, or while on a voyage, to or from any port or place in New Zealand and within three hundred miles of the coast of New Zealand, is navigated in breach of any orders po given to tho owner or master, or fails to conform to any such order as to the .nso of wireless telegraphy, every person knowingly concerned in the'breach of such order shall, whether he is then within tho territorial limits of New Zealand or not, bo prnilty of an offence against the=n regulation)?, and ehnll be liable under tho War Regulations Act, 1914, accordingly.
