THE NEW BRITISHrCANADIANAMERLCAN DRAFT TREATY. (Keo. August 1, 0.15 a.m.) Washington, July 30. Tlio British-Caiiadian-American Draft Treaty has been signed. Under its provisions fifty thousand Americans domiciled in the British Empire, and two hundred and fifty thousand British subjects resident in the United States will \k subjected to tho British or American draft laws.
