SUMMARY OF THE WEEK'S PROCEEDINGS
SETTLEMENT OF SOLDIERS
The following telegraphic summary of the proceedings of the Imperial War Conference for the week ended July 20 has been received by Ills Excellency -the Gov-ernor-General trom the Secretary of Stato for the Colonies:—
Ex-Service Men. Tho Imperial Wnr Conference during tho past week has dealt with the question of the settlement of men, reaffirming the principle laid down at the last conference in favour of arrangements by which intending emigrants from tho United Kingdom may be induced to eettlo in countries under the British flag. It expressed the opinion that the representatives of tho Dominions in the United Kingdom should keep in the closest touch with any new body established by His Majesty's Uovernawnt to supervise emigration from the Ui'ited Kiiigduin, and that the appointment ..f a consultative committee not otceed'n.j ten members on which reprosentatues of the Dominions should sit to advise any such body would afford the best Means fit cooperation.

The conference, on the motion of Sir Joseph Ward, who brought forward the question at tho last conference, also passed a resolution on the subject of cable communication, emphasising the need in the highest interests of the Empire for telegraphic rates being further materially reduced.
A resolution was passed on the subject of Imperial mineral resources bureau, the establishment of which was determined at the last conference, dealing with the number of representatives on the governing body and the allocation of expenditure. The conference also discussed the question of giving preference in Govcrnoient contracts to Empire raw materials. Ilio temptations to which Dominion troops are exposed in Britain was a matter also discussed, and tho opinions indicated by the resolution passed at last year's conference as to the need for aclion were repeated.
A motion by Mr. Hughes in favour of the establishment of one Imperial Cuu.rt of Appeal as the supreme tribunal for all appellants in all parts of the r.mpiro was discussed.
