4 • AMERICAN CITIZEN FINED. By Telegraph—Press Association Christchurch, July 15. At the Magistrate's Court to-day Ralph Martin, a negro American citizen, was charged with failing to notify a change of address under the Registration of Aliens Act. The defendant had previously been charged with failing to register, but this charge wns withdrawn as he had registered. When attention wns drawn to his omission he explained that he was under the impression that registration was only required from enemy aliens. His counsel said a ecneral misapprehension existed among the public that men of Allied races were not required to register, and remarked that if President Wilson dime to thy _ country he would he in the same position as Martin. The Magistrate imposed a fine of 10s. and costs.
