Copenhagen, July 12. Count von Hortling, speaking in the Reichstag, said that the changing of tho Foreeign Minister would not change Germany's foreign or internal policies. The change, was .not caused by any real differences of opinion, but arose from personal discussion on 'tbe revealing of matters which ought not to have been made public. The Government intended to adhere to its foreign policy as laid' down in replying to the Papal Peace Note. The closest union existed among the political leaders and the army leaders regarding tire nation's readiness to receive- penco proposals from the enemy, if offered in. a sincere spirit. President Wilson's and Mr. Balfour's utterances forced Germany to continue tho struggle. It is reported that Dr. von Hintie nan pledged himself to follow the Chancellors policy.
