DUES ON SHIPS

llio remits to be submitted to the Harbours Association of New Zealand at its animal conference to be held in the Chamber of Commerce on July 31 incliule several having an interesting application |o dues on ships. Preferential dues aro touched upon, as are also the burning question of the exemption of tiovernment-oharlered vessels from any harbour due.s whatsoever.
Some of the remits referred lo are as follow (tho name of the emanating board being noted in parentheses):—;."That Section 07 of the Harbours Act, IMS, be amended to provide for power being given to harbour boards to grant preferanen as regards harbour and dock dues to British-owned ships and to ships in the naval or merchnnt service,of any Allied Power."-(Auck!and). "That Parliament be asked (o amend Sections ill! and 97 of the Harbours Act, 11108, in (he direction of permitting harbour boards to impose differential haii>oiir dues and other charges on ehips owned or partly owned by persons who are or. who have at any time been subjects of countries at war with Great Britain during the years 1914-18."—(Wel-lington.) "That Section Hβ (1) (b) of the Harbours Act, 1i)08, which frees from dues vessels in tho naval service of any foreign Power, bo repealed."—(Auckland.) ■ "That Section 11C (1) (e) of the Harbours Act, 1908, be amended to provide that trawlers and whalers shall pay harbour dues."—(Auckland.) "That the words 'vtssols engaged in whale fisheries' be deleted from Section 117 of the Harbours Act, 1908."—(Lyttelton.)
"That sub-Section (e) of Section 116 of the Harbours Act, 1908, be amended by adding lihe word 'exclusively' between the words 'vessel' and 'employed,' and adding the words 'or doing towage or other work' between the words 'goods' and 'for hire' "—(Napier.) "That Section 11G (1) of the Harbourfl Act, 1008, I>e amended to provide, that Government vessels and other' exempted from payment of harbour dues shall at least pay out-of-pocket expenses in connection with docking or slipping."~ (Auckland.)
"That the Government be requested to amend the Harbours Act so that Government vessels, coal hulks, transports earning freight, and other Government vessels engaged in commercial trading shall pay all harbour dues and liconse I'ee3 in tUe same manner as ordinary mercantile vessels."—(Wellington.) ' "That the Government bo requested to amend the Hnrljours Act, 1908, so that Government coal hulks and other Government or Imperial vessels engaged in commercial trading shall pay harbour dues and licenses on tho same basis as ordinary merchant vossols."—(Lytteiton.) "That Section 98 of the Harboura Act, 1908, bB amended to provide that harbour dues shall be leviable on deck cargoes."— (Auckland.)
"That the Government be requested to so amend Section 08 of the Harbours Act, 1003, as to enable harbour boards to collect dues on the increased tonnage of vessels (other than coastal trading vessels) carrying deck cargoes."—(Wellington.)
"That the Government be requested to amend th'e Harbours Act so that all Goveminent goods passing over or using tho boards' wharves shall pay dues in the same manner as ordinary mercantile cargo."—(Lyttelton.)
