It is considered in Paris that tho resignation of von Kuhlraann, being a victory for the junkers, will quicken developments, and that the enemy will eoon show his hand. The Allies' operations in the Balkans are developing. One dispatch states that in certain eventualities tho Bulgars may be forced into a dan- ' gerous position. There is no Material change in the Russian situation. 5 . A PresS Association telegram. received from Sydney at 1.30 this morning states: "War news is scarce. Gales aro interfering with communi- ' cations." ,
