NO SIGN OF THE BIG OFFENSIVE FOURTH OF JULY SPEECH BY THE PRESIDENT * I ■ In a speech delivered on Independence Day President Wilson gives forcible expression to the war aims of the Allied nations and their deter- <, mination to reject nil com promise and establish a just and stable peace. American speakers and writers emphasise- Hie fact that the national celebration of the- United States has assumed an international character, and keen appreciation is expressed of British participation in the celebrations. Further particulars show (hat merchant ships aggregating 450,000 tons were launched from American slips on the .Fourth of July, apart ■ from 14 destroyers. The French have struck another effective blow north of the Aisne, capturing over a thousand prisoners. The local battles in which tho Allies have won marked success during tho uast week arc intereetingly reviewed, and new light, is cast upon the rapidly developing superiority of tho Allied aerial squadrons. The Italians arc euccessfiilly developing their counter-offensive on the coastal section of their front. Massages from Washington indicate that America is likely io agreo to . Allied intervention'in Russia, and to take an active part in that enterprise. It is stated that the Supreme "War Council has urgently recommended tho American Government; to approve of intervention, iitul an earlier messago suggests that tho advice of the Supremo W;ir Council is likely to govern President Wilson's course towards Eussia.
