MAYOR'S COMMENTS. Referring to tho negativo result of the poll of Day's Bay residents taken on Holiday on tho proposal to raise Xl'iOOO. for water and drainage; the Mayor (Air. J. I'. Luke) said that he was rnther pleased that the schemes had been turned down definitely, better pleased than if I hoy. had beon carried by a narrow majority, <is neither he nor anyone else wished to dragoon the residents into having to subscribe to works they generally did not approve. At tho saino time, he boliovcd that'tho time would comowhen those who had voted against the schemes would regrot their action. llio City Council had undertaken to put tho issue fairly before the residents, indeed it had gono out of its way to assist thoso looking for hotter' conditions in a district outside the jurisdiction ot tho City Corporation. No ono could sny any district would not he hygiemcally. benefited by tho possession of a drainage system and good water supply. It mißht havo made nil the difference if Iho issue had been put in tho middle ot a dry spell in midsummer instead of in the middlo of a very wet in midwinter. l'hero was no doubt that the proposals wero lost owni# to those voting asainst them who did not like : the prospect of tho heavy cost of connection owing to war conditions, but he believed it would be many years after Iho end of the war before prices for such materials would return to normal. Willi iho negation of the proposal the Act empowering the Oitv Council to undertake tho work had becomo null and void. If nl. any time in tho future tho Ilutt County Council wished the City Council to act on similar lines, fresh legislation would be necessary.
