On the resumption of the Irish debate in the House of Lords, Viscount Bryce said that' lie did not proposo to deal with the Government's policy of vacillation, but if it had taken its courage in both hands' and brought in a Bill embodying the recommendations of the majority of the Convention, this would liave satisfied the vast majority of Irishmen, and proposals acceptable to Ulster would have been evolved The present stale of affairs rendered further legislation necessary. If Homo Rule were postponed until a general scheme for federation iwas ready , it would mean a delay for generations. Ireland. could not, wait too long. The Government's proposal to federaliso the United Kingdom would undo tho work o£ ten centuries.
