"The Times" correspondent at Tokio says; "Tho time has arrived 'for a decisive move to stop German aggression ami Soviet anarchy in Siberia. An avalanche of foreign opinion is descend-ing-upon Japan, and lias awakened tho national sense to the inadequacy of its part in tho war, whilst tho risks of inaction aro imminent. Tho pronounced earlier opposition to intervention on more or loss selfish grounds is now disappearing. Tho Gofcrmnent's actual military preparations, including tho co-. ordination and strengthening of the High Commands, and tho agreement with China, aro vastly greater than wero the preparations for tho Russo-Japanese, War. Many French, British, and Italian officials and business men, refugees from Siberia, havo arrived. They aro urging immediate intervention. Thoro has been a heavy fall on tho Exchange as the result of a rumour that it is intended to hold a special session of the Diet to discuss immediate action against Germany. —"Tho Times."
