The Londoa "Observer''" of April 14 published the following message from Copenhagen "The Swedish 'Folkets Dagblafl,' the paper which published Lichmowsky's document, has published sensational statements about' the future plans of the. White Finnish Government. Tha statements are said to originate with prominent Finnish politicians at present in Stockholm on.their way to Germany. Germany has agreed to tho establishment of a greater Finland, including Russian Karelen, Petrograd, and--tho Hurmnn railway to the Arctic Sea.. Finland in-this manner would bo.bumiidod by Germany, wluch is to have Bstlionia and Livonia. " Germnny is also ..to;have a free'harbour on tho Arctic Sea in Finland and : will never give up the Aaland,- Islands. - The new Finland will bo greator than Norway and Sweden, and together' with Germany will a' leading Baltic Power. : • ■ ' ' . "It is alsb proposed under this scheme, to establish a regular, service' of steamboats between Reval and Helsingfors. The Finnish railway systems will bo enlarged and direot connection established : between the North Cano and Budapest' and Constantinople. When Germany has; won the battle on the Western front she, together with Finland, ivill reopen: the wav against Russia, ami Bolshevism. Japan, will; get Siberia, if site joins, the Finnish-German Alliance. ' "With regard to interior : policy, tlio paper says, tlio Government: intends, to introduce Prussianism and 'reactionary measures. Tho paper also says that a representative of tho Finnish Government 'is at present en route for Berlin in order to negotiate with tho Kaiser and the German Government."
