ONSLOW BOROUGH'S PEOTEST.

In respect to the increased levies made by the Wellington Hospital and Charitable Aid Board on the local bodies, tlio Onslow Borough Council decided last evening to send the following memorial to the Hon. the Minister of Public Health, appealing against the levy:— 111 accordance with the Hospital and Charitable Institutions Act, 1909, in appealing to the Honourable the Minister against the Wellington Hospital and Charitable Aid Board's levy upon the Onslow Borough Council of ,£591 '2s. 4d. for the year 1918-19, the council hereby sends to the Honourable the Minister the fallowing reasons for dissent:— (1) Since the year 1909-10 tho levies of the board u/pon the Onslow Borough have steadily increased as follows:—

(12) Accounts owing by patients (exclusive of those properly of a charitable character) are largely uncollected though collectable. Outstanding accounts of patients for maintenance for the year ended March 31, 1914, was JCDO62 4s. 7d.. of which sum by July of that year ,£,Wfi "18s. 2d. was written off. (3) Owing to Wellington being the metropolis its'well as n dominant seaport, with consequently a lnreo floating nnmtlatton, charges that should be Dominion charges are locally.
