The Germans have drawn closer round Reims, and now occupy a line tlmt makes three parts of a circle round the city. An Allied counter-offensive is said to he impending. The American public has been thrown into a btftte of great excitement by the news that German submarines have appeared in-United States coastal waters, and by their unexpectedness taken by 6urprise and sunk a number of steamers. Details are so far meagre, but enough has been published to suggest that tho unwelcome intruders , are in the German "super" class.
