TROUBLE AT A BOROUGH COUNCIL MEETING. By Telegraph.—Press Association Napier, May 27. During an interval betweon a special meeting of the Napier Borough Council to appoint a representative on the Tramways Appeal Board and a meeting of the Finance Committee, Councillor M'Carthy, Deputy-Mayor, accused Councillor Mulvanuh of telling lies. Councillor Mulvanah hit Councillor M'Carthy on the jaw. Councillor Mulvanah then fell or was thrown back on to a chair, and Councillor M'Carthy seized him and said: "Will I knock him out?" Other councillors intervened and the committee meeting was adjourned by the Mayor.
