ALLIES MUST INTERVENE
AN APPEAL TO AMERICA
London, May 21. The "Daily Chronicle" appeals to President Wilson to put himself without delay at the head of a more positivo Allied policy. If Russia suggests it, a Japanese army should be sent to supply a nucleus of discipline and order, around which the forces of reconstruction in Russia would bo able to rally. If the Allies do not assist tho democracy the Germans will supply a nucleus for the reactionary forces. Already tho gallant Georgians aro being squeezed into surrender between the German pressure in the Crimea and the Turkish, pressure in Arraenia. Tho Allies ought to do fiomething to eavo tho Russians, the Ukrainians, and other nationalities from tho hideouß dilemma of German despotism or internal disorder, famine, and bloodshod. The United Press correspondent at Washington states.that influential circles are urging tho United States Government to offer Red Cross workers, money, and troops to Russia.
