WHY THE HUNS HESITATE
PREPARATIONS FOR ATTACK COMPLETE IRISH PLOT LAID BARE REBELLION AIDED BY GERMAN LANDING v St'ill no move on the part of the Germans in the West. According to the war dispatches tchday, the enemy's preparations are complete, his forces along the entire front have been redistributed, and yet he hesitates. His delay is regarded as a mystery. One correspondent suggests that' the enemy has been waiting for a favourable moon, and that, if that be so, his attack is now duo. It cannot be longer deferred to his advantage. Important diplomatic negotiations are in progress for the purpose of achioving some definite plan of action which will oust German influence from Russian territory.' The final question apparently rests with President Wilson, who is unwilling to aot without an invitation from Russia. The "Japanese and Chinese Governments have signed an agreement governing the conduct of military operations in Siberia in the event of troops being dispatched. The American Secret Service, it is stated, discovered the evidence of the Sinn Fein plot with Germany. The conspiracy had ramifications in America, and contemplated a rebellion in Ireland, coinciding With a German landing.
