SPECULATIONS ON THE ENEMY'S PROBABLE TACTICS
FOCH CONFIDENT STRONG HAND IN IRELAND IRISH-GERMAN PLOT TO BE CRUSHED The Germans in the West are still massing for the resumption of their offensive, and according to one correspondent the blow is now expected at any hour. Various speculations regarding the probable tactics of the new offensive are renewed. It is exported that tho enemy will resort to Bhook tactics by his-massed troops, and thereafter endeavour to develop q. deoisive battle. General Foch declines to be drawn, beyond the phrase: "I have confidence." Affairs in Russia appear to be reaching a point at whiob the Russians will decline to deal further with the Germans in the matter of certain broken pledges relating to the cessation of hostilities.
