Hand-to-hand fighting occurred in tho streets 'of Odessa, and the Austrian commandant proclaimed martial lnw. WHAT "SELF-DEmiKATiON" MEANS The military machine represents and controls a strongly dominant feeling through Germany. The Germans are treating the Ukraine as a conquered territory. General von Eiclihnrn is playing tho part of a military dictator at Kieff, where martial law has been declared.
