Further pral6o for the merchant service was given by Lord Jcllicoe in a speech made at the annual meeting of tho Imperial Merchant Service Guild. The Admiral remarked that tho work of the guild during the war had been quite extraordinary, and what the Navy would have done without the 6000 commissioned officers which tho guild.had provided he did not know. For thnt service the guild had certainly earned the sympathy of the Admiralty. After stating how delighted he was to see that the silver badge had been awarded to the merchant service, and that the principle of a standard uniform had been accepted, Lord Jellicoe haid he had formed the conclusion while at the Admiralty that tho award of honours was not sufficiently generous for the mercantile marine, and he felt so strongly on tho matter jhat he had appointed a committee, of which Admiral Palmer was chairman: and tho statement recorded in tho gnild's report that the awards were now more generous was, ho hoped, due In some measure to the work of that committee. The total number of awards, now slightly over 1000, was not a bit too much, considering that there- wero 20,000 offlcers members of the guild.

All American bchooncv, which left Sydney for San Francisco early in November last, recently arrived at licr destination about 60 days late, according to information received by Messrs. Horwood and Co.,

nr Sydney. Him was loaded with cnpai in Sydney, mill 11. was anticipated I liar she would make San Francisco about 70 clays iifl.er leaving Sydney. However, continuous adverse winds delayed llio vessel to Mieli nil extent that she did not reach Kan Francisco until It days after her departure from Sydney. Sim bad been lullsprovisioned before leaving, hut, owing to the protracted nature of the voyage, supplies ran out, and but, for the timely meeting with a large Butch trader those on board the schooner would havo probably d|od of hunger. The Dutch vessel pravo tho schooner nnfflclent, supplies, and she was able to finish her voyage, llor owners in S:in Francisco were on the point of giving the vessel up as lost when she sailed into port.Judgment, was givon nt Ifome early in February last in favour of the Compania Marlllma of lliu-c.olonn, which claimed from filoyd's underwriters n total loss by the steamer Pclaj-o (says "Kali-play"). This steamer, which was a boat of 1641 tons gross register, was insured iiikliT a twelve months' policy for marine risks, and left the Tyne on November V, 1916. She was never heard of from that time, and has since been pqftcd as "missing." The vessel was Insured on a value of £34,000. Thquestion which arose was whether sho had been lost from a marine peril or from a war risk, hud a largo amount of evidence was given for both sides, and there was also ii statement published in Germanv that the vessel had heen sunk by one of their submarines. Mr. Justice lioeho gave judgment iu favour of the plaintiffs, on tho basis that the vessel had been lost from a marine peril. This wns the flrst ease that had been tried whoro Judgment had been givon against the marine underwriters, so that on this point alone it was of considerable Interest. Tho judgment was of double interest to the owners, because it wns said that the vessel was not covered for war risks on the vo-ago in question. It is stated Hint «, fourth German ship mortgngo bank has been established nt nuisbureg, with a capital or £300,000, which bns been over-subscribed. Tt is reported in tho shipping journal "Fnirplay that the French Minister of Finance has asked for a credit of 740 million francs for tho mercantile marine, of which 240 millions aro to form working capital, and 500 millions arc to be used for the purchase and construction of ships.
