Tho Munich "Neuoste Nachtrichten," referrng to the visit of tho Bavarian King to German Headquarters for participation in the Austro-Germau negotiations, states: "The hour is grave. Bavaria cannot allow Prussia to be sole arbiter of Germany's destinies." The King of Saxony is proceeding to German Head.; quarters with a similar purpose in view, in spite of tho Kaiser's announcement.
