Tbe .Rumanian Government, in a proclamation, announces that by the conclusion of peace the country re-enters tho eiafo of neutrality, and can now set 1o work to remove tho wars of war by consolidating her intornnl position.— Banter. A Vienna telegram states that in exchange for territorial acquisitions in the Dobruja Bulgaria will recognise and consolidate all her floating debts to Germany for army supplies.
