EMPEROR KARL'S LETTERS EKESH REVELATIONS TERMS OF RUMANIAN PEACE TREATY With every appearance of initiating another big offensive, movement the Germans havo launched n division of infantry at flo British front in -Flanders, and at one or two points managed io secure a footing. Fighting is still in. progress, nnd further' and more extensive developments are expected. The Australians have again distinguished themselves on their sector, gaining fresh ground. On the French front artillery activity has been tho main feature of tho fighting. There aro no fresh developments in what is known as "tho JTauricn affair," beyond some general oomnieut on tho possibility of a political crisis being forced upon the Government as the sequel. Tho Emperor Karl of Austria, tho publication of vrhoso peaco letter io-Prince Sixto precipitated a political crisis in the Dual Monarchy; seems likely to creato another tense situation. A second peace letter has been discovered, worse, it is said, than the first. and Betting forth the history of a "peace drive" that did not folloiv, owing to the almost unanimous opposition of the Allies.
