GERMAN BRUTALITY
An inslanco of feudal infamy is reported in the Mecklenburg "Voiles Zcitung" of January 28:— Heir Wilhelm von Oertzcn, lord of tho manor of Kaggow, and owner of vast estates, is a landowner of the Iruo old feudal type. Ho caught a man in tho act of placing in a sack a few ears of cut wheat whicn ho had picked i\p. llerr von Oertv.cn, with tho assistance of two of his rangors, stripped tho man completely naked, found him securely to a tree by means of leather thongs; gagged him to prevent him from raising an alarm, and then thrashed him for an hour with a riding whip, until his body wns ono mass of livid weals, from which tho blood pourod in strounm. Tho following day, whon tho unhappy gleaner called on a doctor, the latter refused to grant him a certificato testifying to his brutal maltreatment. Subsequently, on the caso being brought before tho Assessor's Court, the chargo was dismissed, Herr von Oertzen possessed a sovereign right over the bodies of his tenants, who hdd boon given a wholesome lesson to abstain from pilfering on u foudal estate.
