The United Press correspondent ;ifc Washington states that diplomatic advices indicate Hint Germany is preparing .1 new propaganda tor the purpose of disrupting the Allies. She will offer Prance nn arrangement whereby slio will not lose tlio Russian loans, and will point out that England has not done her .slmre of the fighting.
