FKENCII MAKQUIS ARRESTED. Paris, April 27. The Marquis Decquovi'loy has lieon arrested on charges of treason and espionage. Ito served for several years in shipyards, notably with M. Goubot, tho subniarino inventor. It is alleged tliat lie sent plnns of submarines to Germany, enabling her to build similar vessels. It is also alleged that tho Marquis was for some years in TCrupp's pay, and frequently visited Kiel boforo tho war. —Aus.-N'.Z. Cable Assn.
