LABOUR DISPUTES ASSESSORS' FEES AND EXPENSES. A now practice is being adopted by the Labour Department with, regard to the payment of fees and expenses for assessors representing the parties at invuslijj'iitioiirf of disputes before the Conciliation Commissioners. Hitherto (ho rule lias been to pay expenses and fees oven to a man coming i'rom a great dis(nnco to take part in tlio proceedings, .Hid tho cost has on'occasion been heavy. Tlie new rule will limit (he amount of travelling expenses to bo paid, and will make it neccsaary that only representatives of the parties, living in ttio locality in which this dispute occurs may recoive fees and oxponass as assessors. A deputation representing labour unioiw waited on the- Minister of Lnbour (tli« Bight Mon. AV. F. Masscy) on Saturday- lo enter ,i protest; ajjinet this limitation of expeuses. It. was u'ged by tho deputiition that as si dispute in one locality might effect the industry all over the. country it was very necessary iu (he interests of the workers that Die most representative body of assessors should be appointed to act for them. Tho cost of conciliation proceedings, it was raid, had not been high, iiud this attoinpt to reduce, it would lessen the usefulness of tho conciliation proceedings arising; out of all disputes.

Mr. Alasaey «nid that some of Iho settlements by the Conciliation Commissioner had been mado iit coilparatively high cost. In one- case at; Auckland four outside assessors had received Jcli, and two local assessors in the same dispute had drawn only half si guinea' each. Mr. Massoy said that the new regulations provided that travelling expends and fees should be for actual travelling and time occupied within the district covered by the dispute, but if the Commissioner considered that it was advisable to have assessors representative of tho industry in the whole country it would bo within his power to recommend the payment of fees and travelling expenses' as to persons from a distance. Mr. E. Kennedy said that this discretionary power given to the Commissioner would not sntisfy Labour. Mr. Massey 6aid that his, personal opinion was that the right thing to do was to leave the discretionary power in the hands of the Commissioner, but he could not make a definite statement on the subject. He would consult with Hie head of the Labour Department, and he was confident that a satisfactory α-mnge-nient could be made. He had no wish to subject the unions to hardship.
