Under the constitution they were precluded from, voting. The measure was purely temporary to meot tho emergency created by tho war. Tho Bill was read tho second time. On leaving Parliament General ilertzog, tho Leader of the Opposition, was nssaiiilted by ft fitter from the Transvaal, who shouted, ''You are for the unifier.
