NEW TAXATION FORESHADOWED. London, April 16. The "Daily Telegraph" expresses the opinion that the Budget to be brought down on Monday will includo a slight increase of tho income tax and a heavy incroaso of the supertax, and an ad valorem duty on luxuries, including jewellery anrt expensive clothes.
