The "Vossische Zoitung" states that in consequents of disagreement between Turkey and Bulgaria ovor certain fronlior regulations, Dr. Helfforich, German Minister of Interior, after a conference with the Kaiser and tho Imperial Chancellor, has undertaken to nogotinte between the parties.—Aus.-N.7i. Tho German newspapers hint that the Central Powers ma.y refuse to allot the Dobrujn, to Bulgaria unless the latter agrees to the Turkish demands for the rectification of the frontier; hence Dr. Helfferich's mediation.—Aus.-N.Z.
