DISAGREE WITH CHAIRMAN'S REPORT NO AGREEMENT IN SIGHT.

The ireport of ithe Ulster .Unionist delegates attached to tlie majority report states that they were unable to .concur with the chairman's report, and protest against the implication that a .measure, of agreement was attained which is not borno out by the evidence. The provisional conclusions on minor matters wero strictly contingent on agreement ou vital issues. These were luuUalnuntal, and no agreement at any time was visible at tne Convention. The Nationalist demauus denied the Imperial Parliament's 'right lo impose military service ou Ireland, whilst on important Nationalist section favoured a contribution vo this year's Imperial needs of about one-third of what snould be contributed. There is no reason why Ireland in this hour of the Empires iieeus; should nop contribute her full share'-of men and money. Failing any approach to narrowing, uown our differences, and.in view of the Nationalists' new demands, we were finally forced to declare that Ulster could not participate in such a scheme of" self-government. Our opinion is strengthened that Homo ltulo would only intensify the existing divisions in Ireland, and prove a constant nieuace to the Empire and make future federalism impossible.—Aus.N.tf.
