April 12, 7.15 p.m.) j London, April 11. The report of Mr. Justice Younger's Committee which has been inquiring ,into the German treatment of war prisoners behind the lines has been issued. It bays that tho British and German Governments agreed_ a year.ago not to employ prisoners within thirty kilometres (18 miles) of the firing. Use, but the Germans have continuously broken tlfe agreement, whereas the British have observed tho letter and- spirit of it. The Germans employed British prisoners at war work at Cambrai and Lille under pain of death. Many were kill- j ed or wounded by ( the British guns, ] and many died of starvation and over-1 work; 'A private who was starving and fell out of the line in order to' pick up a morsel of bread on the roadside was shot and killed by the guard. The Committee had secured a _ great amount of incontrovertible evidence i confirming tho stories of ill-treatment, including scantiness of rations, cruelly inadequate lodgings, absence of fires in, winter, and insanitation. Tho report declares that tho amount of prcventible suffering can hardly bo exaggerated.
