•THE GERMANS'AGAIN. , London, April 7. ( I'angiers correspondent of "Tho rimes" states that simultaneously with tho Sorame offensive the Germans in Spain and Morocco tried to bring widespread plots to a head. Five Germans visited Raisuli's stronghold, which lias hitherto been inaccessible to European or native agents, and German employees were dispatched far and wide to rouse the tribes. Raisuli loft the mountains, and, reinforced by Abdul Malik's forces and other mercenaries, occupied positions threatening the French communications in tho direction of Algeria. Tho Germans gave bribes lavishly. They announced the fall of Calais, and that Hindenburg was nearing Paris, but the natives have not yet been induced to move by these mothods.—"The Times." THE GERMAN PROPOSALS. (Ree. April 8., 8.30 p.m.) London, April 7. The "Times" Tangier correspondent states that Germany's proposals to Raisuli and others were that after a German victory in France the tribes in the French protectorates w.ould be financed by German money, and assisted by contingonts from the Spanish zone in Gorman pay, to rise and massacre the Allies' subjects, and nominate a pro-German Sultan. Germany would then buy the Spanish zone, and Raisuli to be either Sultan or Viceroy. The northern provinces and all tho rich mineral districts would be ceded to a German syndicate, aud the Moroccan administration placed under the Kaiser's nominees Raisuli agreed on condition that the Allies acknowledged defeat.—"The Times."

FIGHTING IN THE CAUCASUS

TURKISH CLAIMS TO SUCCESS. London, April 7. A Turkish communique dated April 6 states:—"Aftor violent fighting wo oocupied the region nf Erdiscakh, on the north shore of Lako Van. In the Caucasus wo stormed strong points west of Sarikamisch, and captured Ardahan, the booty including 34 mortars' and a quantity of munitions.
