Sir,—There is no doubt the average small capitalist is hanging hack, nob from any weakening '» ''is wish to subscribo, but because he thinks the big capitalists are being unduly spared, or are not treated with sufficient firmness. There is plenty of hoarded capital, as witness the fixed deposits in the banks. The banks offer to lend liberally against these, but investors are dubious as to what the banks may do later on. Many investors have anything bub pleasant recollections of the banks ab former periods of pressure being unreasonably exacting. Why should nob War Bonds be'made available for payment of interest? Or even in payment of principal? Principal we. know may not be called in unless by leave of tho Supreme Court, but many mortgagors oven now would wish to redeem if the locking up of spare money in War Bonds did not present the possibility of future embarrassment.—l am, etc., J.C.T.
