The Minister-of Public Works (Sir, William Fraser) received a telegram yesterday afternoon from tho secretary of the union at Otira, asking whether he would agree to submit the matter in dispute to tlie Conciliation Commissioner of the district (Mr. .W. H. Hagger). The Minister sent tho' following reply:— "Cannot accept request regarding referring point at issue to Mr. Hagger, Conciliation Commissioner, or to anyone else. The decision of tho Minister of Public Works as to who may or may not bo employed must bo final."

A CHRISTCHURCH RESOLUTION. By Telegraph—Press Association. Christchurch, March 25. At to-night's meeting of the City Council the following resolution was carried: "That this council urge the Minister of Public Works to allow Mr. W. H. Hagger, Conciliation Commissioner, to proceed to Otira with a view of settling tho unfortunate dispute there."

Councillor Hunter, who. moved the motion, said the tunnel might: be declared "black" by organised Labour, and great difficulty would be experienced in getting any labour there. It would be a great misfortune if that stage were reached. It was statedj that the men had asked the Minister to appoint Mr. Hagger. The Town Clerk was_ instructed to telegraph tho resolution to the Minister.
