OVER POLICY ADOPTED IN RUSSIA
Sir Eric Geddes has made a highly important statement on the shipping situation. It shows that the enemy's submarine piracy has inflicted very losses on Allied and neutral nations, but also demonstrates conclusively that the submarine is a declining, though still important, factor in the war. During the year which ended in January last, the enemy sank approximately sis million tons of Allied and neutral shipping, but the First Lord declares that it is well within the capacity of Allied yards, and even of British yards, before very long, granted a proper supply of material and man-power, to replace the entire world's losses on the present figures. The Dutch Parliament has *oted by a small majority in favour of accepting the Allied ultimatum in regard to the seizure of shipping. There is comparatively little news to-day of events on land, but according to a Washington message American officials belieye that the -initiative on the West front now rests wifh the Allies, and that they are planning to pool all their reserves to permit of overwhelming concentrations at selected points of attack.
