DESIGNED BY GERMANY. Melbourne, March 20. The Hon. J. M. Chanter (who was the first president of the Australian Natives' Association), in a speech, said that when Germany obtained Rabaul she established a base capable of accommodating the largest battleship, es.tablished a powerful wireless plant, and accumulated large' stores of oil and supplies. When wo occupied Rabaul, documents wore found disclosing the whole design by Germany to annex Australia.—Press Assn.
