HARSH PEACE TERMS IMPOSED ON RUMANIA
Not many events are reported in the cablegrams to-day, but there is evidence of steadily increasing tension in the war theatres. Further doubts are cast upon the likelihood of an enemy offensive on the Franco-British front, but Austrian military writers are quoted as predicting a massed offensive against Italy. Mr. Balfour has made a formal statement foreshadowing Japanese intervention in Siberia. Hβ states that Japan will intervene as a friend in order to 'preserve Russia against Germany. The British Government contemplates a full disclosure of shipping losses in order that men engaged in shipbuilding may realise that the fate of the war may rest with ■ them. Austria, Bulgaria, and Turkey are alleged to have put forth unofficial peace feelers of an .unacceptable character. The Allies have concluded an agreement with Holland under*which. they will take over a million tons of Dutch shipping. The event has provoked furious protests arid threats in Germany. ■ '' i
