German designs for Eastern domination, following upon their movement on Odessa, are dismissed by the New York "Tribune" as "grotesque and absurd." The Soviet Congress, which is to decide the ratification of the Bolshevik-German peace treaty, is assembling at Moscow. The British shipping losses from the depredations of the German XT-boats last. week have evoked Press anxiety, and there is a demand that steps should be taken to awaken the nation to a fuller realisation of the' gravity of the situation. i
