Sir—l shall be much obliged if you 'could spare mo a fow lines in jour esteemed paper. I kavo been often asked to express my opinion on the strange condition of my country. It is certainly very difficult for a colonial to understand and appreciate the tangle unit exists in Russia at the present time. There have been ever so many articles and explanatory notes written in the Press -some right, some wrong ones. I will not enter into technionl or political or economic details of the situation. I shall givo you a comparison whioh is very much easier for the folks to understand. .Tnst imagine for a minute that the British Government has given up the possession of India. So India, being left, to its vast and wild self, declares itself a republic, with all its eksses of population being mado equal-black and white, rich and poor. Just think what an unholy mess and a glorious muddle it would produce! Such is the position of my country

at the present. It is a.great mistake to belioyp that tho eocial revolution will do such a lot of good to Itussia—not yot, nnd not so soon! l''or tho next twentyfive or thirty years to come llussia needs a good, strong monarch, and a subordinate port of Parliament perhaps, but a monarcli it must have to keop the masses in order while they are getting educated, and what's more, instructed. Things are shaping up that way, and I most sincerely hope that it will bo my lot again to proudly sing that fine old anthem, "God Save Our Noblo Tsar"!—l am. etc., EUGENE OSSIPOFF. •i Willis Street.
