London, March ]3. The War Cabinet, , * "History of 1917 ' was issued tn-day, and forms an important historical record. It also shows tho tremendous labours and achievements of the Government. It emphasises that, tho wholo character of the war lias gradually changed since last year, involving the complete transformation of British administration and organisation. Regarding the submarine warfare, tho document frankly admits that if the enemy had been able to maintain the rate of sinking reached in February last year tho military operations of tho Allies would have been largely paralysed. The Navy, however, triumphed. The document contains much that gives confidence that the worst has lonp since been passed. The document deals fully with Imperial affaire, tho Imperial War Cabinet, the War Conference, and the constitutioal development of India.— Router.
