CRISIS CAUSED BY A ROYAL DEOIIEE. London, March 10. The "Daily Telegraph's" correspondent at Madrid says that the Council of Ministers approved a royal- decree authorising the expenditure of " eight millions sterling. It was proposed to increase the pay of officers, and a large increase in the Army was provided for, including one division of artillery and two divisions of infantry. Tho naval bases were also to bo strengthened against invasion. Tho public is astounded, and believes that the decroo is unconstitutional. There has been nothing similar to it in Spain's political history, and it is a heavy blow to democracy. Don Amalio Gimeno, Minister of the Navy, representing the Romanones section, resigned as a protest, precipitating a Cabinet crisis.
