INTERNED CIVILIANS
NON-EXCHANGE EXPLAINED. London, March 8. .In the House of Lords Earl Derby, justifying the non-cxchanga of interned civilians, said that of 15,000 interned Germans in Britain, eligible for repatriation, the majority were reservists cf the Gorman Army, while of 3000 Britishers at Ruhlebcn, 2000 were seafarers, whom Germany regarded as combatants.—Ucuter.
