The recent activity on the Western front seems to have died down to a comparative lull, probably on account of adverse weather. From Russia, the news states that the evacuation of Petrograd has begun, that Krylenko has ordered the troops •to remain at their posts on tjie. front line, that the Soviet Congress will discuss the ratification of t3ipi new treaty on March 12. Rumania, it appears, . has been subjected to some bullying at the hands of the Austrian Foreign Minister, Count Czernin, who threatened to "wipe her off the map" if she did not come to terms on the question of the armistice. Sir Erie Geddcs, First Lord of the Admiralty, has given an interesting review of the naval situation in a speech 'in the House of Commons. Incidentally, the First Lord mentioned that a more *
active submarine policy was about to he carried out in the Mediterranean. ' The results of the U-boat operations during the five months ended in February were 10 per cent, better (for the Allies) than were the previous five months, but owing to labour troubles the output of shipping was not what it should have been, thus postponing the date when the production of ships would balance the losses.
